摘要:
近年来,中国政府相继发布了《中国制造2025》《机器人工业发展规划(2016 - 2020年)》,强调了将机器人行业作为优先发展领域,并将其确立为坚实可持续发展行业。这两项战略无疑将对中国的机器人行业产生积极影响。然而“机器换人”浪潮的兴起,引起了社会对劳动力就业问题的关注,本文基于以往劳动力就业相关理论研究,分析了机器人对劳动力需求、就业结构、人力资本投资的影响,并建议加强政府政策引导,有序推进“机器换人”;大力发展服务业,拓宽就业空间;加大教育投入,加强人力资本建设。
Abstract:
The Chinese government has successively issued Made in China 2025 and Robotic Industrial Development Plan (2016-2020) in recent years, emphasizing the priority of the robotics industry development and establishing it as a solid and sustainable industry. These two strategies will undoubtedly have a positive impact on China’s robotics industry. However, the rise of the “Machine Substitution for humans” wave has aroused the attention of the society to the employment of the labor force. It is analyzed in this that the influence of the robot on labor demand, employment structure and the investment in human capital based on the theories related to the past labor employment. It is recommended to strengthen the guidance of government policies, promote orderly the strategy of “machine substitution for humans”, vigorously develop the service industry and broaden the employment space, increase the investment in education and enhance the construction of human capital.
